THE TOWN’S PERFORMANCE UNDER THE SWAZILAND LOCAL GOVERNMENT PROJECTS (SLGP)

The Government of the Kingdom of Swaziland has been granted a loan by World Bank for the implementation of the Swaziland Local Government Project. Over the past four years (2012-16), the project was implemented jointly by the Ministry of Housing and Urban Development and Ministry of Tinkhundla Administration and Development (MTAD), with the aim of improving service delivery, enhancing governance at local level, developing a fiscal framework that will allow for resource transfer to local governments and generally improving the performance of local governments in the service delivery mandate.

The project design focused on the ability of participating local governments to choose appropriate investments among competing demands, through identifying community priorities and account for their operating and maintenance requirements.

Project Objectives

The project development objective (PDO) is to assist the Kingdom of Swaziland to develop institutionally strengthened Tinkhundla and Urban Local Governments (ULGs), through targeting eight of the 55 Tinkhundla and all twelve Urban Local Governments (ULGs), as pilot projects. Achievement of the PDO was measured in terms of the following key performance indicators:

  1. A minimum of 75% of the eight Tinkhundla under the project receive a score of 80 or above of their final performance assessments
  2. A minimum of 75% of ULGs receive a score of 80 or above their final performance assessments.

As an incentive for meeting the set project objectives, Pigg’s Peak Town Council was given grants by the World Bank through our parent Ministry during the duration of the project, amounting to E5,959,248.00. This conditional grant has been used together with funds from our own source when implementing the priority capital projects highlighted below;

  1. Upgrade of Nazarene Road 1 to bitumen standardE7 565 977.60 contract sum
  2. Upgrade of Market Street underground storm water drainage and walkways - E2785121.00 contract sum
  3. Upgrade of both Hlubi and Nkomazi road - E8597340.00 contract sum

Through the implementation of the above-mentioned projects, we believe that not only have they changed the face of Pigg’s Peak, but investment in road related infrastructure has also attracted the much-needed investment into our economy, thus contributing towards the attainment of the national vision of first world status by 2022.
